1 Setting up of Online System
1.1 This online system is set up and operated by the Social Workers Registration Board (the Board). The Board provides this online system for applicants for registration and all registered social workers (RSWs) to submit applications for registration and renewal of registration, changes in personal particulars, and notifications of charges and convictions.
1.2 Subject to the terms and conditions to be set out in Section 4, from 10 June 2011, all RSWs will be provided by the Board with an account for access to this online system.
1.3 Applicants for registration may also create a new account for submitting their applications and for future use. The terms and conditions are applicable to those applicants.
2 System Account
2.1 RSWs (users) will be allotted an initial username and password by default. For security, account users should change their usernames and passwords after the first login.
2.2 RSWs should keep their username and password in mind. The password should not be too simple or denoted by a frequently used number like HKID number. It should be kept with due care and changed periodically. When identifying any embezzlement, users should notify the Board and change the password as soon as possible.
3.1 Applicants for registration may submit application forms through this online system and upload documentary proof (except statutory declaration).
3.2 RSWs may view and update their personal particulars, notify the Board of charges and convictions, submit application form for renewal of registrationand upload documentary proofs through the online system.
4 Terms and Conditions for Account Users
4.1 Users should assume full responsibility to keep their usernames and passwords in strict confidentiality. Transfer of any user account to another person is prohibited.
4.2 Users are allowed to upload only registration-related documents to the system. They shall not disseminate or publish any texts, which may infringe any third party’s intellectual property rights, facilitate crimes, or contain unlawful, threatening, libelous, obscene, harassing, abusive, vulgar, indecent, offensive, or otherwise objectionable materials of any kind or nature.
4.3 While the Board will try its best efforts in keeping the system free from viruses, hackers, faults and defects, users should also make precautionary measures at their ends as far as possible against any possible computer viruses.
4.4 The Board reserves the right at all times to monitor, review, retain and/or disclose any information on the system and the user accounts as and when necessary during the course of investigations by law enforcement departments, and/or at the order of any government authorities.
4.5 Users should immediately notify the Board of any unauthorized use of user accounts or any other breaches of security known to or suspected by users.
4.6 The Board may review and amend the terms and conditions for using this system from time to time. Unless otherwise stated, any such amendment shall become effective upon publication or users being notified of the same.
4.7 By logging in, users agree to accept and are bound to comply with the terms and conditions set out above.
5 Termination of Account
5.1 The Board provides user accounts for the exclusive use of individual RSWs and applicants for registration. Any user who ceases to be an RSW will no longer be entitled to using the account. The account will be suspended after an RSW’s name is removed from the register. All information in the account will be deleted according to the Board’s data retention policy.
5.2 After an applicant withdraws his/her application for registration or is notified by the Board that his/her application has been refused, his/her account will be terminated instantaneously.
5.3 The Board reserves the right to delete or add user accounts as appropriate.
6 Technical Support Provided by Board Office
6.1 Users may change their username and password at any time. They may contact the Board office if they forget either the username or the password.
6.2 For any enquiries on the use of the online system, users may call the Board office at 2591 1955 or send email to email@example.com.
The Board shall not be liable to any damages caused by any failure of performance of this system, error, omission, interruption, deletion, defect, delay in operation or transmission, computer virus, communication line failure, theft or destruction, or unauthorized access to, alteration of, or use of record arising from tortuous behaviour, negligence or any other course of action.
